The SAL Law Reform Committee has published its Report on the Attribution of Civil Liability for Accidents Involving Autonomous Cars on 21 Sep 2020.
The committee is co-chaired by The Honourable Justice Kannan Ramesh and Mr Charles Lim Aeng Cheng. Our project lead for the project track on autonomous vehicles, Associate Professor Chen Siyuan is a member of the committee.
The report considers how complex autonomous driving technologies complicate the process of attributing and establishing liability following accidents involving self-driving cars, given in particular the reduced role of a human 'driver' in such vehicles. It also highlights the challenges that arise in seeking to apply key existing liability frameworks (negligence, product liability and 'no-fault' liability) in that context, and considers efforts in other jurisdictions to reform their laws accordingly. It is hoped that the report will assist policy makers in assessing the best future legal and regulatory scheme for Singapore.
